Haryana HSTES Counselling 2025

Haryana HSTES Counselling 2025 will be conducted by Haryana State Technical Education Society (HSTES) for admission in BE/B.Tech & B.Arch courses. Counselling probably starts in May 2025 by candidate registration on official website (http://www.techadmissionshry.gov.in/). The seats in B.E. /B.Tech. Courses in all Government/Private Technical Institutional/State Universities shall be filled against 15% Rest of Haryana Quota (excluding Haryana State) upto 2nd Online Counseling.

 After 2nd Online counseling all the vacant seats under this Rest of Haryana (RoHC) Category shall be merged in General Category for all the candidates including Haryana, in subsequent counseling. Two Online-Off-Campus Counseling will be conducted for admission against B.E./ B.Tech. for all the seats of Govt. University Departments /Govt. Engg. Colleges and 75% seats of Self Financing Institutes only. 

Admission to BE/B.tech will be based on JEE Main 2025 rank whereas, admission to B.Arch courses will be based on JEE Main 2025 paper 2 rank or NATA 2025. HSTES Counselling includes candidates registration followed by choice filling, seat allotment and physical reporting to the allotted institutes. Steps for Participating in Online Off-Campus Counseling and Choice Filling for B.Tech. Admissions

This procedure is designed for candidates seeking admission through online counseling in Haryana’s technical institutions. Candidates must register on https://techadmissionshry.gov.in and pay the registration fees.

  1. Counseling Process:
  • 1st Counseling: Seats are filled for all categories, including 25% horizontal female reservation.
  • 2nd Counseling: Categories like SC, BC, and ESM are merged, maintaining 25% female reservation.
  • Supernumerary Seats: Online counseling for Kashmiri Migrants (KM), Tuition Fee Waiver (TFW), and EWS seats will run parallelly based on JEE Main 2025 ranks.
  • Post 2nd Counseling: If seats remain vacant, admissions will be conducted at the institute level without reservations, first on entrance merit and then on qualifying exam marks.
  1. Steps to Participate in Online Counseling: Visit the Counseling Website: https://techadmissionshry.gov.in
  • Login or Sign Up: 
  • For registered candidates: Click “Log in/Sign in” and provide JEE Main Roll No., PPP ID, and other details.
  • For new candidates: Select “Register/Sign-Up,” fill in the required details, and create a password.
  • Fill Registration Form, Provide the following: 
  • Gender, PPP ID (mandatory for Haryana domicile), category, sub-category, educational qualification, contact details, Aadhaar, and bank account information.
  • Upload relevant certificates based on your category: 
  • RoHC (Rest of Haryana Category): Domicile Certificate or 10+2 proof from outside Haryana.
  • Haryana Residence: PPP ID or Residence Certificate.
  • Reservation Certificates: SC, BC, EWS, PH, Freedom Fighter, and Defense Personnel certificates.
  • Filling and Locking Choices:
  • Log in to fill eligible choices.
  • Prioritize choices and save them.
  • Lock choices before the deadline.
  • Seat Allotment Result:
  • Check the result on the website by logging in with your Roll No. and Password.
  • Download the Provisional Seat Allotment letter.
  • Physical Reporting to Allotted Institute:

1. Provisional Allotment and Reporting Process:

  • After seat allotment, the candidate is required to download the Provisional Allotment Letter from the official website https://techadmissionshry.gov.in.
  • If the candidate is satisfied with the allotted seat, they must report physically to the allotted institute during the specified reporting period and deposit the required semester fees.

2. Consequences of Non-Reporting:

  • Candidates who do not report physically to the allotted institute during the designated reporting period will have their seat automatically canceled.
  • If the seat is canceled, candidates may participate in the subsequent counseling rounds by re-selecting their preferred choices. If they are allotted a new seat in the subsequent counseling, they must report physically to the newly allotted institute during the reporting period.

3. Document Verification at the Institute:

  • Upon reporting, the institute will verify the candidate’s Provisional Allotment Letter and check the uploaded documents submitted during the counseling process, including proof of admission/tuition/semester fee payment.
  • If all documents are found correct, the system will generate a Provisional Admission Slip for the candidate.
  • In case of discrepancies or missing documents, the institute will send a deficiency message to the candidate through email/SMS or by phone, and the candidate will need to submit the correct documents within the reporting period.

4. Handling Document Discrepancies:

  • If there are minor discrepancies (e.g., unclear scanned copies or incorrect certificates), the institute may allow the candidate to submit the correct documents online after verifying them from the candidate.
  • In cases where documents cannot be corrected online, the candidate should submit the correct physical documents to the institute during the reporting period.

5. Verification of Certificates:

  • The Director-Principal or Registrar of the concerned institute is responsible for verifying the authenticity of the uploaded certificates. This includes verifying the candidate’s identity using the photo on https://techadmissionshry.gov.in.
  • If necessary, the institute may request the original documents from the candidate for further verification.

6. Online Reporting and Provisional Admission Slip:

  • After the candidate physically reports to the institute, the institute must update the candidate’s status online on the portal www.intrahstes.gov.in.
  • The Provisional Admission Slip will be issued to the candidate after confirming their physical reporting to the institute.

7. Consequences of Seat Upgradation and Non-Reporting:

  • If a candidate upgrades to a new seat in a subsequent counseling round, they must pay the semester fees again for the new allotment. If the candidate does not accept the new seat, both the current and previous seats will be automatically canceled.
  • In such cases, the candidate should submit a fee withdrawal request to the Haryana State Technical Education Society (HSTES) and request a refund of fees paid to the previously allotted institute.

8. Final Confirmation of Reporting:

  • If the candidate does not report physically to the allotted institute after a subsequent counseling allotment, the new seat will also be canceled automatically.
  • The previously allotted seat will not be available for re-allocation, even if it remains vacant.

9. Documentation for Reporting:

  • During reporting, candidates must bring the following documents:
  • Provisional Allotment Letter
  • Certificates (e.g., academic certificates, migration certificate, etc.)
  • Annual Parental Income Certificate (for TFW, BC, or EWS candidates)
  • Any other documents as required by the institute or counseling guidelines.

10. Online Confirmation:

  • Institutes must report online at www.intrahstes.gov.in for each selected candidate who physically reported to the institute. The Provisional Admission Slip will be issued only after confirming the candidate’s physical reporting.
